Job Description and Duties

Under general direction of the Information Technology Manager (ITM) I, Chief, CHCQ Support Section, the Information Technology Specialist (ITS) II, acting as a Senior Business Analyst / Project Manager, performs comprehensive information technology (IT) projects, systems development, business analyses and technical consultation. The ITS II performs all aspects of business technology management for IT projects of varying size and complexity following Project Management Institute (PMI), California Department of Technology (CDT) standards, CDPH standards, and industry best practices. The ITS II manages projects that support the full range of IT support services serving the Center for Health Care Quality (CHCQ) Program.  In addition, the ITS II completes work that is routinely performed in coordination, consideration, and consultation of external and internal business partners including but not limited to the California Department of Technology (CDT), State Control Agencies, Vendor Consultants, Health Facilities, and Information Technology personnel.

The ITS II employs sound judgment, provides highly effective business application and demonstrates analytical communication skills while managing high complexity projects. The ITS II exercises a high degree of independence and proficiency troubleshooting, problem solving, as well as handling and resolving the most challenging and difficult IT operation issues that are time sensitive and publicly and/or politically visible. The ITS II performs complex systems analyses, business process reengineering, joint application development, and supports customer needs at the IT senior specialist level.

The ITS II will perform duties in the Software Engineering, IT Project Management, and Business Technology Management domains. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions

Telework Information :

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The headquarters office location for this position is identified in the attached duty statement.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Proven ability to lead all phases of the SDLC: requirements gathering, analysis, testing, and technical support.
  • Strong business analysis skills, including eliciting requirements, process mapping, and translating business needs into technical solutions.
  • Experience developing system plans, project schedules, and prioritizing production and IT-business activities.
  • Demonstrated success in managing IT projects, coordinating cross-functional teams, and meeting critical deadlines.
  • Proficiency with project management and business analysis tools (e.g., Azure DevOps, MS Project, Jira, Visio, Tableau, or equivalent).
  • Hands-on experience with user acceptance testing (UAT), system testing, and integration testing and coordination.
  • Skilled in problem analysis, solution design, and applying creative thinking to improve IT and business processes.
  • Excellent communication, facilitation, and collaboration skills with stakeholders at all levels.
  • Ability to work independently, adapt to new technologies, and thrive in complex environments.
  • Strong work ethic with a focus on accountability, results, and continuous improvement.
