Job Description and Duties

Under the general direction of the Staff Services Manager III (SSM III/Deputy Executive Director), the Staff Services Manager II (Supervisory) (SSMII) is responsible for overseeing all aspects of marketing and outreach for ScholarShare Investment Board (SIB’s) programs. This includes developing the strategic partnerships and marketing development of the programs, oversee subordinate Staff Services Manager I (SSMI), and represent the agency with internal and external stakeholders. The SSMII is a member of the management team with decision making authority as approved by the Executive Director and Deputy Executive Director.

  • Demonstrated experience supervising, mentoring, and developing professional, analytical, and support staff.

Marketing, Outreach & Communications

  • Experience developing and implementing statewide or large-scale marketing, outreach, and communications campaigns.
  • Demonstrated ability to manage contractors, vendors, and public relations firms to produce high-quality deliverables.
  • Strong knowledge of digital media, social media, and content strategy to engage diverse audiences.
  • Experience developing creative materials, including video, graphic design, print, and digital collateral.
  • Ability to maintain consistent brand identity and messaging across multiple programs and platforms.

Strategic Partnerships & Stakeholder Relations

  • Proven ability to build and sustain collaborative relationships with public agencies, nonprofit organizations, educational institutions, and community partners.
  • Experience coordinating cross-agency or multi-stakeholder projects that advance shared goals or statewide initiatives.
  • Excellent diplomacy and interpersonal communication skills when representing an organization with internal and external stakeholders.

Program & Policy Alignment

  • Understanding of California’s higher education and children’s savings account (CSA) landscape, including the ScholarShare 529 and CalKIDS programs.
  • Ability to translate strategic goals and policy objectives into actionable outreach and marketing initiatives.
  • Familiarity with legislative and administrative processes that influence public communications and reporting.

Data, Reporting & Research

  • Experience using data to inform and evaluate marketing or outreach campaigns.
  • Knowledge of data visualization, performance tracking, and reporting for executive and legislative audiences.
  • Analytical ability to interpret demographic and educational data to support equity-focused outreach strategies.

Minimum Qualifications

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If you are meeting Minimum Qualifications with education, you must include your unofficial transcripts/diploma for verification in your application packet. Official sealed transcripts or your original diploma (with embossed seal) will be required prior to appointment. If it is determined that a candidate does not meet all Minimum Qualifications, the candidate will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the classification. All candidates who are determined to not meet the Minimum Qualifications will be contacted in writing and will have 10 business days to respond with additional information supporting their Minimum Qualifications for the classification. Candidates who have been withheld may file an appeal with the State Personnel Board.

How have you aligned outreach and communications strategies with broader policy objectives to expand program visibility, strengthen stakeholder engagement, and improve outcomes—particularly in the areas of education or children’s savings initiatives
    3. Marketing at Scale Across California: Describe your experience designing or executing marketing and outreach strategies at scale across a large and diverse geography—preferably statewide or across multiple regions. How did you account for differences in audiences, regional needs, and communication channels, and what outcomes did you achieve?
